Be it resolved that BCCPAC jointly call on the provincial government with the BCTF, CUPE K-12, CUPE BC and BCSTA to:
- Commit to funding capital projects based on district-prioritized capital plans, ensuring that new schools, seismic upgrades, and expansions align with actual enrollment pressures and infrastructure needs.
- Mandate a transparent and accountable capital funding process, including clear timelines and justification if district requests are not funded.
- Prohibit the use of school district operating funds for capital project contributions, ensuring that education funding is used for student learning and essential school services.
- Fully fund land acquisition, school construction, portable removal and infrastructure upgrades through dedicated capital budgets, preventing delays and funding gaps that force districts to reallocate operational dollars.
- Ensure that accessibility and inclusion considerations are prioritized and fully funded in all capital projects, without requiring districts to use operating funds for compliance with accessibility standards.
- Recognize that portables and modular classrooms are temporary solutions and should not replace long-term investments in permanent, community-based schools that meet the needs of growing neighborhoods.
