Be it resolved that BCCPAC advocate that the Supervised Consumption Services Operational Guidance be updated to include consultation with local school districts to the Ministry of Education and Child Care to communicate to the Ministry of Health the complexity of safe consumption sites and local school communities and the need to include educational partners including any of the following: school boards, school districts, PACs, DPACs in the BC Guidelines for Implementation of Safe Injection Sites:
- Consult and obtain feedback from the regional school board and school districts on any and all potential and planned locations prior to the signing of a lease. This includes School board and School District consultation and documented discussions to address any concerns raised by the school board and school district regarding the proposed location prior to signing the lease.
- Consult with education partners on the full range of proposed services that will be provided at the SCS and discuss other beneficial services that should be considered at these locations to address issues within that community and further provide updates as these services change.
- Have a plan in place that the school board, school district and affected schools (those within 300 m of the proposed site) to mitigate potential impact of the SCS to any school.
- The consultation should include that the Regional Health Authority is able to prove they are following the BC Guidelines for Implementation and Operation of Safe Injection Sites.
- This includes the data to back up any statements or surveys completed by the health authority justifying locations that may be closer than 300 m of any school, preschool, and daycare.
