Honourable Rob Fleming

Minister of Education - Province of BC

Rob Fleming is currently the MLA for the riding of Victoria-Swan Lake and he is the Minister of Education. Rob has spoken with parents on many occasions at BCCPAC events and across the province at schools and other events. Rob has a Bachelor of Arts degree from the University of Victoria. Rob lives in Victoria with his wife Maura, daughter Rory and son Jack. He is a dedicated soccer fan and player, and has helped coach his son’s team.

 

Keith Godin

Assistant Deputy Minister, Governance and Analytics Division – Ministry of Education

Keith is Assistant Deputy Minister of the Governance and Analytics Division, which is accountable for strategic policy, legislation, accountability, and analytics for British Columbia’s education system. Keith is also the Ministry’s executive lead on labour relations, and serves on the Board of the BC Public School Employers Association.  Keith is an entrepreneurial and trusted leader with over 13 years’ experience in public policy and strategy for organizations internal and external to government. He has a passion for creating organizational cultures that value collaboration and innovation, motivating teams toward a common vision and cause of action, and is an experienced change leader in dramatically improving the use of evidence-based decision making in public sector organizations. Keith has Bachelor’s degree in Economics and a Master’s degree in Public Policy, and continues to invest in executive continuous learning at UBC’s Sauder School of Business.

 

 

Pat Duncan

Superintendent of Learning - Ministry of Education

Pat was seconded to the Ministry of Education from his position as Superintendent of Schools/CEO of the New Westminster School District. Previous to serving the New Westminster School District as Superintendent/CEO, Pat served the Greater Victoria School District as Deputy Superintendent of Schools. Pat is known throughout the province as an innovator in education and has a strong practical and theoretical foundation in teaching methodology.

 

Nicole Gardner

Director, Education System Outcomes Unit - Ministry of Education

The Education System Outcomes Unit is accountable for school district and field client support, including engagement, analytics, and knowledge mobilization of data. The Unit has a skilled team with expertise in research, statistical analysis, and data visualization.

Nicole was appointed Director in May 2018 – serving as Manager, Research and Evaluation since November 2017. Nicole has a Bachelor’s degree in Psychology, a Master’s degree in Educational Psychology focusing on large-scale measurement and assessment, and a graduate certificate in Learning and Teaching in Higher Education. She is currently pursuing her PhD in Sustainable Education through Nipissing University.

 

Alexandra Gillis, PhD

Director of Certification - Teacher Regulation Branch

Alexandra (Sandy) Gillis has taught in SFUs Faculty of Education, and with the Vancouver School board from 2006-2014. She is active in educational research on learning theory and cognitional studies. Prior to the DOC position, Sandy was Assistant Director leading the Ministry’s consultation with education partners in exploring a framework for continuing professional development in BC.

 

Howard Kushner

BC Commissioner for Teacher Regulation

Howard Kushner is the Commissioner for Teacher Regulation. Howard has extensive experience in administrative law and professional regulation. He has taught administrative law and was British Columbia’s Ombudsperson from 1999 to 2006. He has provided legal advice to a variety of professional regulatory bodies.

 

 

Gerald Morton

Director, Student Population Outcomes Unit - Ministry of Education

The Student Population Outcomes Unit is accountable for student population research and ministry program client support, including population-level analytics and evaluation of education system changes. The Unit has a talented team with expertise in survey design and analysis, with a focus on the Student Learning Survey. The underlying purpose of Gerald’s work is to support evidence-based decision making in the K-12 education system.

Gerald has worked in the Ministry of Education since 1988. Gerald holds a Bachelor’s degree in Journalism (with Honours), a Master of Arts in Leadership and Training, and a Doctorate in Educational Administration.

 

Cloë Nicholls

Executive Director, Learning Supports, Learning Division - Ministry of Education

Cloë Nicholls is the Executive Director of Learning Supports in the Learning Division of the BC Ministry of Education. She oversees a number of portfolios aimed at helping learners, including indigenous education, inclusive education, French education and student safety and mental health.  She has a wide range of experience in the provincial government, mostly in the area of Aboriginal relations,disability policy and immigration and labour market issues.

 Cloë has an Honours degree in political science from the University of British Columbia and a Graduate Diploma in Social Innovation from the University of Waterloo, where her team project focused on relationship building and reconciliation between Indigenous and non-Indigenous peoples.
